Yasuyori: W-well, yes but...

Yasuyori: O-kay! So Wakan Tanka is captain of Yoyogi's football team. He loves everyone, and everyone loves him. He's the kind of person people tend to rely upon, like merciful rain from the heavens in terms of oddly specific comparisons.
Yasuyori: ...are we really talking about the same Wakan Tanka?
Tanetomo: Unfortunately yes.

This is Yoritomo, World Representative of Wa no Kuni. He's a battlefied strategy genius.
Yoritomo (talking to himself for some reason): I may speak like I know everything, but I'm sure my soldiers would be surprised to hear me say I understand nothing about my brother despite acting like I know everything.
Yoritomo had a brother who didn't understand politics and got really attached to him. This brother adored him more than anyone, yet he was more threatening than any rival. Every time Yoritomo tried to have him offed, he lived through it and smiled the same as ever. He never understood whatever it was he saw him in.
Yoritomo: Not understanding what is happening is the most fearsome thing of all...
Yoritomo has been staring towards the south this whole time, towards Tokyo Bay. Towards the Rainbow Bridge...

Shirou: You're really saying this isn't an Invaders attack?
Isaac: Yep. Also call me Isaac.
Kengo: But you said you're the Invaders guildmaster, you little brat!
Kengo tries to grab Isaac but passes through him.
Kengo: WAIT WHAT
Isaac: Haha, careful now. We're at the bottom of Tokyo Bay, the deepest part of the data sea. You might get carried away by an information stream to who knows where.
Shirou: What?
Isaac: This is the depository of memories, deeper than even the Tokyo Dungeons. Old conventional wisdom says in the end, all civilization gets washed out to the bottom of the sea. Oh hey look, more people are falling in.

Isaac: So many people...the operation must be going smoothly. More people will be coming in contact here at this rate. Once that reaches 50% of Tokyo's population, we'll be going to the next phase.

Yoritomo: We must grapple with the fact that we never knew how to end the endless game. It couldn't end because it was set up so no one could gain a political majority. Now the Invaders are planning to overthrow everything. They are doing it all in reverse, so if we do not understand, they'll keep at it until we do understand like it or not.

Shirou: Isaac. Tell me what the Invaders' real intentions are among their actions.
Kengo: Why ask that NOW? We gotta get back to MC and--
Isaac: ...mercy. Well, that's Wakan Tanka's motive for the rain at least.
Shirou: (stares)
Isaac: Ever think ignorance is bliss? But then sometimes the world gives you the short end of the stick and says you have to take the L so the world advances. The World Representatives know how much it sucks that someone somewhere has to get shafted for the world, so that's why we're pulling a revolution. Lots won't understand right now, but this is the only way to save everyone who's alive.

Yoritomo: Finally the Invaders have set up their premise. They've worn down Wakan Tanka and Tangaroa's personalities and brought in Isaac's cutting edge science.

Turing: Rain falls from the heavens and flows to the earth and sea, just like light. If Tokyo has been flooded by time over and over, the truth in the deepest part of this sea should rain down. It's conceptually deeper than Akihabara's deep web and physically deeper than the pillars of light. Which is why that one genius thought all the valuable information came down here. On another note, there's a myth about sunken civilizations among the other worlds. They call it Atlantis, or Lemuria, or Mu. So maybe the memories of Tokyo's past is also in that Oceanic Realm.
